The Western Cape government has appointed a panel of experts to examine and draft new liquor legislation for the province, where approximately 80% of outlets were unlicensed. This is a kickback to the dark days of apartheid legislation and today the tradition has continued with approximately 30,000 unlicensed shebeens operating mainly in historically disadvantaged neighbourhoods.
