Russian brewers are set for a battle against regulatory authorities which could be about to re-categorise strong beer (more than 8.6% alcohol) as an alcoholic beverage.

The State Duma Committee for economic policy and entrepreneurial activities will be considering the move today. The reclassification is likely to bring stricter government regulation of the production and marketing of beer.
The Russian Brewers Union is currently against putting strong beer in the category of alcoholic beverages. In a statement released through the Russian press the Brewers Union said that beer is not considered an alcoholic beverage under international beer laws, regardless of actual alcohol content.
