  Both local and imported alcohol and tobacco products are to be levied with a new health surcharge according local press reports. Under the new system, starting on January 1st 2002, importers will have to pay the health surcharges on alcohol imported after January 1st. But will be entitled to a refund on the monopoly sales charge, which they would have already paid.
