Illicit alcohol sales in Latvia in spring 2010 accounted for 40%. The reason for this was an unfavourable excise tax policy and lack of activity to combat illicit trade. The purchasing power of consumers suffered much during the economic downturn and people started to seek cheaper alternatives eg spirits, smuggled from neighbouring Russia and Belarus. As a result, illicit trade doubled since 2008.
