For about a decade, there has been a growing attack on carbonated soft drinks for contributing to obesity in America. An increase in health care costs related to obesity has led dozens of municipalities and states to propose so-called soda taxes.

 

  • Even the Federal government has weighed in on the debate. A federal tax on soft drinks was considered as part of the national healthcare insurance bill in 2009, but was omitted from the bill's final version.
  • The American Beverage Association (ABA), the industry's principal lobby, and other groups have spent millions of dollars in trying to defeat various tax schemes. A penny-an-ounce tax was defeated in New York State. In March 2010, Philadelphia's mayor Michael Nutter proposed a two-cents-per-ounce tax on soda, but the city council did not consider it for a vote. A similar push by Nutter in 2011 also failed.
  • The Baltimore city council did pass a tax of two cents per beverage in June 2010, although the tax was set to expire in three years. Also, the Baltimore tax is not limited to soda. Although retailers and manufacturers have complained that the tax has hurt business, the mayor of Baltimore in early 2012 proposed to increase the tax to five cents.
  • In November 2010, residents in Washington State voted by initiative to repeal a three-year soda tax that was implemented in July of that year. The ABA expended over $16 million in the Washington effort, outspending pro-tax forces by a reported 40-to-1 margin. In 2011 and 2012, the Hawaiian legislators squashed proposed taxes on sugary drinks.
  • On the other side, in March 2010, the Colorado legislature repealed a sales-tax exemption for soft drinks and candy. In November 2012, the cities of Richmond and El Monte, California will have penny-per-ounce sugar-sweetened beverage tax referendums on the ballot.
  • The ABA has seized upon a survey by Rasmussen Reports that concludes that most Americans are opposed to taxes on non-diet soda.
  • New York City has emerged as a possible bellwether for the entire nation in terms of the obesity debate as it relates to CSDs and other sugared-sweetened drinks. In January 2012, the city's health department initiated a poster campaign linking soda consumption with risk of type 2 diabetes and even amputation. In response, the big three CSD companies - joined by Sunny D Beverages Company - launched a subway ad campaign showing the full array of products they sell, including low-calorie options.
